= Isis-WICCE: Women?s Internet Café and ICT Training Center Opens

As an initiative of the processes of the United Nations, World Summit on the Information Society and Commonwealth Action Programme on the Gender Digital Divide in Africa, Isis-WICCE has set up a Women's Internet Café and Information Communication Technology (ICT) learning Centre. The centre has received new and state of the art computers and is open to the public. It is a space where women and girls can access the Internet at subsidized rates, can acquire training in the use of the computer and the Internet, and can network and build their knowledge base on various aspects of their interests as well as research. Men as well are encouraged to utilise this space.

Isis-WICCE has continued to initiate different relevant communicative mechanisms for women at different levels to empower them with skills in information technology so that they gain equal access to these technologies and leverage them for their empowerment. This center also aims to provide hands-on training for women and to enable them utilise modern information and communication technologies for acquiring information, participate in decisions affecting them, lobbying and advocacy.

= EASSI: Internship Programme for Young Women, 2007

EASSI?s annual Internship Programme commenced from 1st April 2007. Four young women aged 20 - 30 years were selected from Burundi, Ethiopia, Rwanda and Uganda to join the Internship Programme. Last year, the interns were drawn from Eritrea, Kenya, Somalia and Tanzania. The programme provides opportunities for learning, interacting and travelling. Its objective is to develop and enhance young women?s skills in leadership, lobbying and advocacy, programme management, report writing and analysis, research and documentation, information management, developing resourceful data bases, website maintenance and resource centre management.

The interns are provided with the opportunity to gain hands on experiences in working within a women's organisation. They have the opportunity to bring their own perspectives into the work of EASSI and to shape the internship programme. The programme will also shape their approach to feminism and issues at regional and global level that impact on women. At the end of the internship programme, each intern is expected to produce a research report on an area of their choice but related to the work that EASSI does, based on their experience at EASSI.

= Commonwealth Women?s Network (CWN)

Early 2006, the Commonwealth Women's Network (CWN) secretariat was moved to Uganda from Trinidad and Tobago. The CWN is a network bringing together women's and gender-focused civil society organisations from around the 53 Countries of the Commonwealth. It is commonly hosted in the same country where the Commonwealth Women's Affairs Ministers Meeting (WAMM) are held every three years.

In Uganda the CWN is currently hosted by the Eastern African sub Regional Support Initiative for Advancement of Women (EASSI) based in Kampala . EASSI was selected by the women NGOs in Uganda because of its regional focus (It covers eight countries in the Eastern African sub region, three of which are Commonwealth countries), as well as its focus on policy monitoring, analysis and advocacy on implementation by governments on gender specific policies.

The role of the CWN is to organize civil society participation in the Partners Forum that is held in the wings of the Women's Affairs Ministers Meeting (WAMM). This year, the Partners Forum will take place at the Speke Resort Munyonyo from 8th to 10th June just three days prior to the 8WAMM which will be held from 11th to 14th June 2007 at the same venue.

CWN upgraded its website on March 15th 2007. The website is a highly interactive and has a discussion forum where participants can comment on issues affecting as well as news feeds on all activities leading to the 8WAMM.

= State of ICTs in Uganda

ICTs in local governance in Uganda have been identified as a major tool for achieving socio-economic development. In order for government to implement the long term national development programmes like the Poverty Eradication Action Plan (PEAP), the Plan for Modernisation of Agriculture (PMA), and others, timely and relevant information must be available at all levels of implementation. The National ICT Policy Framework (2002) is intended to stimulate more participation in the socioeconomic-political and other developmental activities, so as to lead to improved standards of living for the majority of Ugandans and enhance sustainable national development.

= Gender and ICT: A 2007 publication by UNDP-APDIP

Gender and ICT is a publication released by APDIP in 2007, including a foreword by Executive Director of UNIFEM, Noeleen Heyzer. It looks at information and communications technology (ICT) for development through a gender lens and discusses ICT within a gender equality framework. Recognizing the importance of integrating a gender perspective as a cross-cutting area in ICT and development, this e-Primer provides a gender perspective on issues of ICT policies, access and control, education, training and skill development, and content development.

Furthermore, the e-Primer introduces a framework to integrate gender in ICT for development and to empower women. This e-Primer also contains policy recommendations for creating inclusive development strategies and how to integrate a gender perspective into national ICT policies.

The publication is jointly produced by UNDP Asia-Pacific Development Information Programme (APDIP) and the Association for Progressive Communications Women?s Networking Support Program (APC WNSP).

= New developments at Foundation for Development of Needy Communities, Mbale

Based in Mbale, Foundation for Development of Needy Communities (FDNC)'s mission is to uplift the underserved individuals and communities of Eastern Uganda and beyond. After having volunteered as a consultant for FDNC since August of 2006, Justin V. Silbaugh has been appointed Executive Director. In addition, FDNC has adopted a new operational philosophy: Impact, Transformation, Sustainability. The organization programs must make an impact at the grassroots level in rural Ugandan communities. These programs should also bring about transformation in the lives of project beneficiaries. Sustainability must be at the forefront of all program planning and implementation. FDNC believes that commitment to this philosophy will propel it forward on the path to becoming a model organization throughout the East African Community.

Creating and maintaining a community requires dedication and direction. The manual for Launching and Sustaining an Online Community assists in this process. Designed to be an easy 'how to' manual for those launching and sustaining a community, the guide examines the various necessary steps in the process from beginning to end.

Though aimed at USAID partners, it is fully applicable to other individuals and groups. Steps covered in the guide include: planning a community and getting started; management and governance, including leadership issues; the role of the community members; maintaining and sustaining a community; closing a community; change management; and communications and outreach.

= BROSDI/CELAC Farmers Knowledge Fair: The Role of Mobile Telephony to Grass Root Farmers in Rural Uganda

Busoga Rural Open Source Development Initiative (BROSDI) in close collaboration with the Collecting and Exchange of Local Agricultural Content (CELAC) Luwero District Agricultural Network organized a Farmers Knowledge Fair in Luwero district on 27th April 2007, at New Edens Primary School ­ Wobulenzi. This year?s theme was: The Role of Mobile Telephony to Grass Root Farmers in Rural Uganda. The objectives of the Fair were to enable farmers to explore new market opportunities for their products; to expose the farmers to alternative ICT methods used by the CELAC project; to enable the farmers have face to face discussions with fellow farmers from other districts - this would encourage them to relate even after the event; and to encourage the farmers have a sense of competition so as they can realize better quality and more produce.

Parallel events were run that consisted of an exhibition where there was extensive face to face interaction, learning sessions and discussions with the farmers, buyers and guests. The Fair brought together farmers from Luwero, Kasese, Bushenyi, Masaka, Kabale, Mbarara, Kabarole, Kayunga, Lira, Pallisa, Mayuge, Mbale, Sironko, Apac and Tororo districts involved in farming Orange Fleshed Sweet Potatoes, Goats, Millet, Pigs, Bananas, Irish Potatoes, Cows, Bees, Pineapples, Cassava, Guinea Fowls, Chicken, Turkeys, Maize, Onions, Beans, Tomatoes, Sesame, Ducks, Ground nuts & Sheep.

Other Fair activities included debates, a mock radio program and knowledge sharing forum. Management and participation was by the farmers though, some of the events called for audience participation in terms of views on issues being discussed.



= Community-Based Programme to Support Women in Peacebuilding and Prevention of Sexual Violence

In an inception workshop held from 16 to 20 April 2007, in Lira, Uganda, the United Nations Development Fund for Women (UNIFEM) embarked on a two-year initiative to support women in their communities in building peace and preventing sexual violence during and after conflicts. The programme will focus on ensuring that national commitments in changing attitudes towards women's rights are achieved, offering increased security, and promoting a greater inclusion of women in peace processes free from sexual and gender-based violence after conflict. = AITEC UGANDA Exhibition, 30 May ­ 1 June 2007, Hotel Africana, Kampala, Uganda

The 10th year anniversary AITEC Uganda: ICT Conference & Exhibition is to be held at the Hotel Africana in Kampala from 30 May - 1 June 2007. Uganda is one of the continent?s most progressive and fastest growing ICT markets. The government?s commitment to promoting the rapid adoption of ICT solutions in education, business and government is reflected in the decision to create a separate ministry to administer the ICT sector this year.

Computing and telecommunications resellers, service providers and training institutions have multiplied over the past five years in response to the increased demand for ICT skills, equipment and services. The exhibition will provide a platform for the country?s growing population of ICT users in government and the private sector to assess latest technologies and the services offered by vendors and service providers.



= East African Telecentre Leaders Forum (EA-TLF): Promoting ICT for Rural Development - Meeting the Movement Challenges

Once again the EA-TLF is around the corner. The forum, the third of its kind, will be co-hosted in Kenya by UgaBYTES and Kenya Network of Telecentres - KenTel in the Kenya Board district - Busia. The event is planned to run in two phases; the online and face-to face sessions. The online sessions will be guided by subject matter specialists. Each of the session is important in fostering learning and sharing within the sub region and beyond about key telecentre issues.

The EA-TLF is an East African telecentre event that occurs twice a year and with rotating venues within the sub region and focusing on different themes. It is part of the global framework of telecentre.org and partners' gatherings that are focused at facilitating learning and sharing of ideas and solutions among telecentre practitioners. As such the EA-TLF uses open space facilitation methods - in which every participant is a learner and facilitator.

Participants who can facilitate themselves to the face-to-face event are encouraged to contact the respective national representatives. The face-to-face session will run from 4 - 6 June including a telecentre visit. This session will be preceded by an online session hosted on the UgaBYTES mailing list that will run from 14 - 25 May 2007.

Telecentre practitioners in the sub region are encouraged to contact the following National network leaders who are charged with selecting national participants to the event, who will be facilitated by the organizers. The network leaders will also provide further information about the event:

= Cairo Conference on Knowledge Management as an Enabler of Change and Innovation in Africa, June 11th- 13th, 2007.

The Conference on Knowledge Management as an Enabler of Change and Innovation in Africa will be held on June 11-13, 2007, at The Conrad Hotel in Cairo, Egypt. The conference will bring together about 100 senior leaders and decision-makers from various African institutions to discuss key KM issues in the region. It is expected to provide the opportunity for participants to network with peers and colleagues, explore the practical aspects of knowledge management, share lessons about experiences to a larger audience, and examine more systematically the impact of KM within organizations, its role in broader changes, and how it had been used innovatively in specific sectoral areas.

The conference is hosted by Global Development Network with support from DFID, DGIS, ACBF and WBI. It is designed to build on the learning from previous GDN-sponsored knowledge Management events, share lessons with a larger audience, and examine more thoroughly the impact of KM on organizations across Africa.

= 2007 Most Innovative Development Project (MIDP) Competition

Submissions are welcome for the Global Development Network?s annual competition for the Most Innovative Development Project, which carries prizes in cash and travel of over US $50,000! The finalists will present their proposals at GDN?s Annual Global Development Conference in Brisbane, Australia in January 2008. Submissions are accepted for an ongoing development project implemented in a developing or transition country. Criteria include the degree of innovation and the potential for broad application of the project in other countries.

= Web2ForDev International Conference - Participatory Web for Development, Rome, Italy, 25-27 September 2007

Web2ForDev 2007 is the first conference devoted to exploring the ways in which international development stakeholders can take advantage of the technical and organizational opportunities provided by Web 2.0 methods, approaches and applications. It is a joint venture by CTA, FAO, IICD, GTZ, ACP Secretariat, Université Cheikh Anta DIOP, University of British Columbia Okanagan, Euforic, DGroups, CGIAR and IFAD.

The Web2ForDev conference will promote the adoption and dissemination of appropriate, low-cost and replicable Internet-based applications by actors in agriculture, rural development, and natural resource management. It aims to inspire participants to use and develop their own information management and communication systems based on these applications. The conference targets agriculture, rural development, and natural resource management stakeholders, particularly those from developing countries, experienced with or interested in the potential of Web 2.0, including technology intermediaries, policy makers, information and communication specialists, software developers, application and system providers and information service providers. Participants are expected to have experience and understanding of information and communication technologies (ICTs) and to be in a position to understand, adopt and disseminate the showcased applications and approaches.

A call for proposals has also been announced with a submission deadline of 14 May 2007 (revised deadline). Accepted presenters or panelists from developing countries may apply for sponsorship to attend the Conference.

= Wet Computer Keyboard

The following TechTip is based on a recent interaction with WOUGNET's Technical Support Team.


WOUGNET Member:
I have a burning problem which needs immediate support! I was cleaning my laptop and I sprayed Foam clean directly on it. Some keys like the backspace, f, g, and h are now no longer working. What can I do?

TechSupport:
While the keys on a keyboard are made of plastic, which is waterproof, underneath them is an array of electrical circuits that are not waterproof. Therefore, you should only use a dry cloth or a blower to clean the keyboard or any other part of your laptop. Where it is very dirty, you can use a damp cloth after you have squeezed out all the water. Never apply liquid or foam directly onto any electrical device like a Computer, TV, Radio, Phone, Hair Drier, etc, even if the device is switched off/disconnected from power.

Otherwise, you have a few solutions available to you. The easiest is to leave the laptop switched off until it completely dries. Be patient, because once the liquid/foam gets into the small spaces in the computer, it may even take more that a week to dry properly. Usually, when the machine dries, it may start working properly again. However, if this doesn't happen, you have 3 other options:

1. Take you computer to a trained technician that will open it up, clean and dry it properly and repair any damage.

2. If the damage cannot be repaired, you can replace your laptop keyboard. A replacement keyboard can be bought in the computer shops in Kampala or if you don't find the right one for your type/model of laptop, you can buy one from abroad.

3. You can use an external keyboard, such as the one for a desktop computer. You can connect one either through the USB or Serial port of your laptop.

= The 2007  World Summit Award: Call for nominations from Uganda

The World Summit Award (WSA) is a global initiative for selecting and promoting the best in e-Content and creativity. The first awards were announced at the World Summit on the Information Society (WSIS) in Geneva, Switzerland, in December 2003 and the second awards at the WSIS in Tunis, Tunisia, in November 2005. This is a call for nominations of Ugandan projects/products that should be considered during the third round of awards ­ WSA 2007. Self-nominations are welcome.

Technology does not inspire, content does. The information society will remain an empty concept if one talks solely about technology, networks and access issues. Digital libraries, new ways of storytelling and flash information have come to the living room. But what about people who are offline or do not speak English? Who don?t even know what Web or Internet mean? No, the problem is not that they don?t have a computer. The problem is that they don?t have access to high-quality contents that could change their lives. The WSA place their emphasis on cultural diversity and identity, the creation of varied information content and the digitalization of educational, scientific and cultural heritage. These issues belong to the core of a quality Information Society in which people will be happy to live.

The goal of the WSA is to break the awareness barrier and the marketing deadlock where big promotional budgets or markets dominance decide what is available and known in e-content. Health, politics, business, science, education, culture, but also entertainment ­ these are the most crucial social issues of every-day life for everybody. To further improve their knowledge in these fields, people from everywhere ­ rich or poor - must have access to quality e-contents and applications.

For the 2007 awards, WOUGNET is on the panel responsible for nominating candidates from Uganda in each of the 8 categories: e-Government, e-Health, e-Learning, e-Entertainment, e-Culture, e-Science, E-Business, and e-Inclusion. If you wish to bring your innovative products, applications and ideas to the world stage, this is the opportunity you have been looking for. = New partner for the Dimitra Project in the East Africa sub region: DONET, Tanzania

The Dimitra Project is an information and communication project implemented by the Gender and Population Division of Food and Agriculture Organisation with the aim of empowering rural populations by building capacities and facilitating access to Information. The project works with local partners in Africa and the near East and is a tool to enable rural women through their associations and grassroots organisations to make their voices heard at the national and international level. Dimitra's main goal is to empower rural women and to improve their living conditions and status by highlighting the extent and value of their contributions. Modern and traditional information and communication technologies are used to encourage networking and share information.

As the regional focal point in the sub region, WOUGNET coordinates Dimitra activities, establishes local partnerships and collects, encodes and disseminates information on NGOs, research institutes and information activities pertaining to rural women or rural development with a gender approach. In line with the project?s main vision of consolidating and extending its network in Africa, promoting information exchange by strengthening information and communication skills and updating and disseminating information on gender and rural development issues, WOUGNET has established National Dimitra partnerships in Ethiopia, Kenya and with Dodoma Environmental Network (DONET) in Tanzania. DONET's mission is to sensitize, educate and involved any individuals and community based organizations in environment conservation so as to ensure and promote optimum and sustainable use of natural resources in Dodoma and Tanzania as a whole.

WOUGNET is also putting out a call to organisations interested in becoming a Dimitra focal point in Somalia to send an email to info@xxxxxxxxxxx, with 'Dimitra Focal Point' in the subject line. The interested organisation should have an involvement in Rural development with a gender bias, and have an information, research component in their work.
