Assessment of the impact of the Lower Kihansi hydropower project on the forests of Kihansi Gorge, Tanzania

Abstract :
Construction of a hydropower project on the Kihansi river in Southern Tanzania will substantially alter the river's flow. On the basis of both qualitative and quantitative botanical surveys, forest in the Kihansi gorge below the dam site was found to be mostly typical species and endemic-rich Eastern Arc forest. An unusual forest type, dominated almost entirely by Filicium decipiens was also present. Eastern Arc forests are of both global and national importance for biodiversity conservation, and measures to mitigate impact of the dam on the forest are suggested. Further environmental monitoring is recommended in order to evaluate the choice of mitigation measures.

Evaluation of smallholder coffee cultivation

Abstract :
The smallholder coffee cultivation project is owned by the Ulanga District Council (UDC) and is funded by the Irish government in selected villages in Ulanga district. Ten farmers were nominated in each village to receive special training in managing coffee nurseries and fields. Inputs together with the technical support for establishing coffee nurseries were provided. The overall project objective was to improve farm incomes by establishing profitable smallholder coffee cultivation in the area.

The pilot dairy project which is financed by the Irish government in Vigoi division began in December 1996. Dairy cattle were distributed in two phases. Phase one involved 24 farmers who received F1 heifers and phase two involved 32 farmers who received Boran cattle. The overall goal of the Project is to raise living standards in Ulanga district, especially of the poorer rural households.

Forest fungal diseases of Tanzania: background and current status

Abstract :
A review of the background and current satatus of forest diseases in Tanzania is presented in this article. Outbreaks of the most destructive exotic and indigenous diseases are addressed and currently known diseases of both indigenous and exotic trees, including ornamental and agroforestry trees, are tabulated to form a preliminary checklist. It is concluded that more knowledge on forest diseases is still required and therefore further research is necessary to reveal the full extent of the diseases in both natural and plantation forests.

Abstract :
The aim of this paper is to give a presentation of my Ph.D. project, including the fieldwork material from my stay in Tanzania 1997/98. The focus in my study is on media content as gender discourse and on use and reception of gendered media texts. By the means of case studies including the involvement of women/gender NGOs; personal interviews among women and men; and group discussions based on media texts this project aims to explore the images of women and cultural space in the process of mass communication. At stake are whose interests are benefiting from a particular socio-cultural construction of gender, and how is this restricting and channeling the development of society.

Impact of fiscal policy on the real exchange rate: anecdotal evidence from Tanzania

Abstract :
In macroeconomic theory of open econimies, it is argued that an adverse fiscal imbalance results into a higher real interest rate. In turn the higher real interest rate reduces net foreign investment and that this leads to an appreciation of the domestic currency. This study is a preliminary empirical investigation of the extent to which the budget deficit inTanzania has had any relationship with the real interest rate and the real exchange rate. After analysing relevant data covering almost three decades beginning in 1968, the study finds no evidence to support the above theory. Further empirical work remains to be done in order to establish the link between a budget deficit and movements in the real exchange rate for a small but open economy such as Tanzania. Only in this way can one justify the prevailing concerns among policy makers in Tanzania over the need to eliminate the budget deficit due to its afleged adverse effect on other macro-economic indicators.

Liberalisation of the banking industry in Tanzania: issues and prospect

Abstract :
In Tanzania, as in many other developing countries, banks play a predominant role in the flnancial sector of the country as far as mobilisation and allocation of financial resources is concerned. The question that deserves attention however, is whether and to what extent foreign banks have been playing a positive role in the promotion of the country's economy. Looking at this concern the paper notes that after the enactment of the Banking and Financial Institutions Act 1991 the banking industry has undergone a dramatic change allowing the establishment of private banks in the country. On the one hand the liberalisation of this sector has made it possible for over 800 Tanzanians to get employed in sixteen projects which were approved up to 1998 by the government authorities to carry on financial business. mainly in the banking sector. On the other hand the bank of Tanzania reveals that the sector has contributed to the country's GDP by an average of 4.0 percent between 1990 !
and 1996. This paper discusses the role that has been played by the banking system especially after the arrival of private investors in the sector.Various issues and prospects in the industry are examined.

Loan repayment and its determinants in smallholder agriculture: a case study in the southern highlands of Tanzania

Repayment rates or formal agricultural credit inTanzania have declined considerably in the last decade and a half and averaged only about 50 per cent of the total loans due per year.This study is an attempt to Identify some of the main factors which Influence loan repayment and default at the farm level. Data for the study were collected through structured farmer interviews and informal dIscussions in two districts in Iringa region Results of the study lndicate that better repayment rates are associated with use of machinery and hired labour In farming, optimal credit packages and higher farm lncomes. Credit default was accounted for by high consumption expenditures, farmer attitude; late input deilvery, adverse production environment, and declining crop marketing margin.

Abstract :
The article addresses itself to the whole exercise of parastatal privatization. In essence it argues that before enterprises being privatized, they played a major role in the economy of Tanzania. Reasons advanced as to why parastatals were formed include: private sector failed to meet public demand; where private sector failed to invest in areas considered to be risky and other reasons. Privatization is seen as an external force hinging on the parastatals 'failure to operate economically and consuming a large share of public funds. In conclusion, problems are cited as to why privatization exercise is yet to be an exemplary undertaking, and some future benefits are highlighted.

Abstract :
The study analyses the nature and type of compliance costs of excise duties in Tanzania. Data provided by the respondents in the questionnaire to measure the compliance costs incurred by firms producing traditional excise goods in 1995-96 is used. The study concludes that compliance costs in less developed countries are relatively high compared to those in developed countries. Moreover, that compliance costs are regressive in nature falling more heavily on small firms. The findings suggest that the rate structure and the literature which is supplied to taxpayers are complex and difficult for an average taxpayer to understand, resulting in high compliance costs. As such the government should take remedial measures in order to minimize compliance costs without reducing revenue.

The history of social security in Africa dates back to pre-independence period when civil service pensions and employment injury schemes were introduced. There has been, however, a steady expansion of more modern forms of social security schemes particularly following the accession of independence by many countries. Abstract :
The study makes an assessment of the effects of structural adjustment programmes introduced in Tanzania In living standard of the people. The author utilised a regression analysis model to regress several measures of living standard i e. life expectancy at birth, infant mortality, accessibility to safe water, primary school enrolment and electric consumption per household.' The study observed that during the period of 1975 to 1995 when the structural adjustment programmes were Introduced, the GNP grew up and to some significant level Improved the living standard of the general public. However, the introduction of structural adjustment programmes which have brought in the market economy system may lead to deterioration of social achievements. As it can be observed currently, there is hiking of prices for health services, high education fees, mass unemployment through the retrenchment exercise. The government should not delegate all economic and social activities that affect !
directly the quality of life of its citizen to the private sector whose operations are governed by profit motives. The author also suggested some amendments to the current adjustment packages.

Abstract :
The revival of the East African Community which has taken the form of the formation of the East African Co-operation has rekindled hopes for increased economic co-operation between the three EA countries, i.e Kenya, Uganda and Tanzania once dashed when the EA Community collapsed in 1977. There are sector like tourism and mining which offer substantial trade prospects for Tanzania in the new co-operation set up. The private sector in Tanzania has to take the lead to ensure that the exiting trade potential on the new EA Co-operation are realized One way to ensure that it is to conduct studies that would show which products and commodities that are produced in Tanzania can 'break' into the larger EA market.
