Invitation for Bids (IFB) for Healthcare Services Date : 21st April 2008 Contract Identification : MSA/01/2008 World 13wlk Credit No : 4U52-BD World Bank Credit Name : Health, Nutrition and Population Sector Program.
1. The Government of The People's Republic of Bangladesh has received Credits/Grants from The International Development Association and other Pooling Development Partners towards the cost of Health, Nutrition and Population Sector Program and intends to apply part of the I funds to cover eligible' payments under the Contract for Healthcare Service Delivery at the I Union/Community Level (identified as various Groups of Clinics/Facilities in the Bidding Documents). Bidding is open to all bidders from eligible source countries as defined in the. Guidelines: Procurement under IBRD Loans and IDA Credit.
2. The Ministry of Health and Family Welfare invites sealed 'proposals from eligible Private I Sector Healthcare Organizations, other Service Delivery Contractors and NGOs for carrying out the renovation, maintenance, operation of Community Clinics, Union Health Facilities and delivery of Healthcare Services at the Union/Community Level. Presently about 378 clinics and I 138 Union Health Facilities would be contracted out as shown below:
3. Proposal documents (and additional copies) may be purchased at the Monitoring and Evaluation Unit, MOHFW, Flat No. 0101, Priya Prangan, 02, Paribagh, Dhaka for a non Refundable fee of Tk. 600/= per set. Interested bidders may obtain further information from:

No Proposal documents -shall be sold on the day of Bid opening
4. A Service Provider may submit proposals for anyone or more Groups and offer discounts on single contract and cross-discounts on combination of Contracts.
5. Proposals-shall be valid –for a period of9(}-days after their opening _and must be accompanied by security of an amount as indicated in the Proposal Documents. or its equivalent in a convertible currency, and shall be delivered to The Joint Chief (Planning), Ministry of health and Family Welfare on or before 12 noon, 4th June, 2008 at which time those will be opened at Management Support Agency, House # 12/8 (3rd Floor), Road-55, Gulshan-2, Dhaka in the presence of the bidders who wish to attend.
6. A pre-proposal conference will be held on the 21st May, 2008, in Management Support Agency, House # 12/8 (3rd Floor), Road-55, Gulshan-2, Dhaka at II A.M. Bidders or their representatives (one person per Bidder), are welcomed to attend.
7. The MOHFW reserves the right to reject any or all proposals and annul the Bidding process without assigning any reason whatsoever.
