Hi .Don,

We have several years of experience with Drupal, running several websites,
and we are quite happy with it.

We work in Khmer and in English, and the system manages it very well.

It is very easy to create, modify or translate information for users. 

Similar to a Wiki, but with different ways of representing things such as
text in BOLD characters, or lists.

In order to personalize a website with Drupal (not always necessary), you
need somebody who knows PHP, but most of the work can be done through the
user interface, and using .templates.

Joomla is probably similar. You can also look into "CMS.made.Easy"
