This is one of the barriers to using localisation techniques that are bound
to .locales.

It is even more problematic in collation during SQL .queries.

Within our projects, we tend either to store translatable .strings in XML
files or in a database. When the user changes the UI language, then the
associated language .strings are used for the user interface (UI).

The approach really depends on the programming or scripting language, and on
the Content Management System (CMS), that are being used.

We tend to distinguish between the default language of the document (the
language in which the document's unique content is written), the language of
the user interface, and the preferred language of the user (if they are
.logged-.in)

It is better to support the less-widely-used languages in a .locale
independent manner, if possible.
