Hi, One TTS system that has been used with a wide variety of languages is MBROLA (free for non-commercial use): http://tcts.fpms.ac.be/synthesis/mbrola/ It is generally somewhat tricky to develop TTS for a new language, though sometimes adapting an existing language can work (which is what we did, using MBROLA, for the Bambara work that Don kindly mentioned).
