FYI ... from the TAD (Telematics for African Development) Consortium May 2003 Information Update No. 5.  Note that this software is intended to be able to incorporate local languages.

UNESCO announces the launch of 'eNRICH', a fully customisable knowledge management software for communities to find their way around the mass of information and knowledge resources available on the Internet and to voice community issues and create relevant content of their own.
 
Developed by the National Information Centre of India, eNRICH is designed to enable communities quickly and easily to build their own gateway to the web and other multimedia resources - tailored to meet specific local needs, enriched with local content and available in local languages.
 
A web-based solution, eNRICH empowers communities by providing easy access to relevant and authenticated information resources allowing local communities to effectively expand and manage their knowledge.
 
Ready-to-use, eNRICH reduces the challenges faced by many communities in using ICTs. It is simple and consistent, adaptable and easy to use and it works in local languages and in multiple media.
