Chantal Enguehard and Harouna Naroua presented a paper at
the Sixth International Language Resources and Evaluation (LREC'08) in
Marrakech this past May entitled "Evaluation of Virtual Keyboards for
West-African Languages."
They have been interested in evaluating keyboard layouts
for African languages, and this effort focuses on how several do for languages
of Niger. As such I understand this to be part of an ongoing (applied) research
project.
One interesting feature is that they did a keystroke
count for the layouts they evaluated for sample texts in the five main "national
languages" of Niger.
I'm not aware that this article is available online, but
if you'd like to see it, let them know (e-addresses in cc).
