Dear Don,

Shi bi?na a toomo minan kono (perfect timing). You
came into the picture while I was surfing the web.  I
came across some pertinent information at your webpage
www.bisharat.net. I also had a glimpse at the A12N
gateway reference page. I will follow on with you
offline.

There may not be a plug and play solution. It will be
interesting to find out the methodology implemented
for other African languages.
